How to build a website where users can add text i.e.recipes+search for it without registration? And cheap?

I would like to set up a website where people can find homespun remedies without being a member or have to log in but can also add remedies, recipes and such. I would like to offer a search function i.e. ';bloodstains'; and homespun remedies come up. How do I supervise who puts in what? And how is this made possible with little to no money to invest? Running the website is free - install XAMPP on your computer and use noip,com or dyndns.com for a free subdomain name.





Writing the site is also free. You'll have to learn how, but all the tutorials (they're all over the web) are also free. Or you could modify a CMS for recipes instead of ';news'; or whatever the CMS is set up for. (http://php.opensourcecms.com/ )





You can set things up so all posts have to be approved to be live. (Wordpress might be just what you need. It's a blog. There are search add-ons available. Oh - it's free.)
